I would like an advice, in my company there are many requests for check stubs (I guess the employees always lose it) so would be ok for HR start charge for a copy of the checks stubs?

If it is YOUR employees that need the extra paystubs, then why not hand out an official memo from the HR dept in the next payroll cycle indicating that effective ..on a date to be determined... you will begin charging x-amount for an additional print out. The official memo should be signed by the head of HR and put in the employee handbook for future employees to see also. If your company has a P&P manual, probably a good idea to put the official copy in there too. Only for advice, hope it helps.
