I know you can import checks, and to have QuickBooks see them for printing just put "To Print" in the check number field. As for importing them as bill payments similar to what you would do through the accounts payable screens I don't think that you can. The matching of bills with their payments is done internally in QuickBooks and that match is an attribute that can't be imported.
