In general go with the accountant you have confidence in and where you can get support for problems.
Along those same lines just because an agency says you're wrong, late or whatever doesn't mean it's actually true. It does mean that it has to be investigated and reconciled to determine where the problem is. Was it filed, when filed, was the right number used, did the agency post it elsewhere, etc.... Another important part is who was responsible for making the deposits and estimates, you or the accountant. If there are no taxes due then no penalties and interest.
One course of action is to see what the current accountant does to resolve these issues. If not satisfied then move on. If you're actually wronged and the loss is large enough then consult an attorney.
